Mr. Obaidah Elmahguibi is a local Libyan expert holding an MSc. Eng., Worked at the National Oil Corporation as the Telecom Manager from 2004-2006 and as the Director for ICT from 2006-2008 where he Left NOC to join Nokia Siemens Network as Country Director for their Local Branch in Libya. During the period 2002-2004 he worked as a consultant for the General Post and Telecom Company (GPTC) of Libya, where he actively participated in the creation of the second mobile operator, He was the main consultant to drive the new Telecom restructure in Libya that led to the formation of Libya Telecom Holding (LPTIC). Along with McCathy Tetrault legal firm, Mr. Elmahguibi was the main Libyan expert to generate the first draft of Libya ICT policy and Libya new Telecom. Act. From 2005-2011 Mr. Obaidah Elmahguibi was UNESCO National Technical Advisor and Co-Chairman for their project on ICT capacity Building in Higher Education; He also acted as the deputy chairman of the E-learning Initiative by the Libyan Ministry of Education. Mr. Elmahguibi also acted as local technical advisor for UNDP study on De-centralization in Libya in 2000. Currently Mr. Obaidah Elmahguibi is actively working on Capacity Building and unemployment recovery initiatives as an affiliate of CfBT (Center for British Teachers) a non-Profit British organisation. Mr. Elmahguibi is a founder and the head of the consulting committee for the Assembly of United Libya Party, a Tripoli based Political Party ranked as the eight Party in Libya Latest GNC Election.

It's very interesting, I was born and still live in Zawit Al Dahmani.

I usually do not participate in social media like face book and its likes dues to my background in computers, we always recommend against it because of the many problems it caused in the US in crime and reduced privacy.

I'm in this forum because it serves the interest of the country.

I was in Malta when it was last held.

It's nice  to know that Surman is contributing to the empowerment of the country, there is another person , a relative of mine who was with me in Malta and also the general manager of our foundation from Surman too.

Nice to hear from a respected and learned people like you.

We will cross paths ( literally, since Fashloum and Al Dahmani are almost one) in making this country as good as it should be.

Mahmoud Al Mahjoubi ( Even though my father blessed his soul, spelled it the Italian way, El Mahguibi).

I'm the manager of one of Tripoli's civil service organizations: The Tanweer Foundation which has branches in both Janzour and Al Agilaat.
