Dr. John C Grech

Dr. John C Grech founded the EMCS Consulting Group in 1983. EMCS Consulting evolved to become a leading consulting firm and the precursor to all the other companies within The EMCS Consulting Group. He is the Chairman of the Group.

He is a member of the Strategic Planning Society of the UK, a member of the British Institute of Management and a fellow of the Malta Institute of Management.

He currently also serves as a member of the Board of Middle Sea Insurance plc, Vice Chairman of Fimbank plc and is also the Chairman of Mizzi Organisation. He holds a Bachelors and a Masters Degree in Economics from Malta University and pursued post-graduate studies at the University of Amsterdam in European Economic Integration. In 1978, John C. Grech secured his Ph.D. in International Economics from the Graduate Institute for International Studies of the University of Geneva. He also holds a Visiting Chair in Banking and Finance at the University of Malta and lectures in international Trade in Economic Diplomacy at the Mediterranean Academy for Diplomatic Studies.

Mr. Adrian Said is the Managing Director of EMCS Consulting and is responsible for marketing and corporate identity within the Group. He holds a first degree in Commerce, as well as an honours degree in Economics from the University of Malta. He pursued post-graduate studies abroad at the Strathclyde Graduate School of Business - University of Strathclyde in Scotland by following a Masters in Business Administration. His area of specialization is corporate strategic planning.

Adrian has extensive experience in strategic planning, economic research, project development and finance with clients in Europe and North Africa.

Adrian has expertise on doing business in the North African Region and is particularly focused on supporting business relations between European corporations and the New Libya. He believes that such relations need to be based on a thorough understanding of the socio political climate of the New Libya as well as consideration of the economic developments taking place in the country including well structured intelligence and knowledge of the business environment.

He is a regular speaker at various international conferences including MED Franchising (Chamber of Commerce of Barcelona), Tourism & Travel Antalya (ASCAME/Chamber of Commerce of Istanbul), MED Finance (Chamber of Commerce of Barcelona).

He is the coordinator of the Partner Institute of the World Economic Forum and the Stockholm Network.

Mr. George Brandon is a tax senior manager leading Deloitte’s capabilities for Libya (from Dubai until the security situation in Libya stabilizes). Brandon specializes in tax structuring and due diligence for business expansions (M&A or organic). He has extensive experience in Libyan tax matters, advising a number of multinationals investing in Libya. Prior to relocating to the UAE, Brandon was based in Deloitte’s M&A Tax Group in London. Brandon is a Certified Public Accountant and has a Masters in Taxation.

RT Hon Daniel Kawczynski MP was brought up in Surrey, before going to Stirling University to study Business Studies with French and Spanish. He then worked in telecommunications for ten years as an international account manager, travelling extensively in Europe, the Middle East and Africa.

Daniel was pleased to be chosen as the Prospective Parliamentary Candidate for Shrewsbury and Atcham and was delighted to be first elected as the Member of Parliament May 2005. He has also been chosen as a Member of the Select Committee in the International Development from 2008 till 2010.

In 2010, Kawczynski published a book called Seeking Gaddafi about Muammar Gaddafi of Libya

Dr. Ahmed Jehani

Issraa Murabit a Libyan-Canadian who lived in Saskatchewan and moved back to Libya six years ago.

Murabit is the founder of the Voice of Libyan Women, a group promoting women's participation in politics that met with US Secretary Hillary Clinton during her recent visit of Libya.

The Voice of Libyan Women was founded in September 2011, as a result of the February 17 Revolution. It is a group of Libyan women, young and old and from all walks of life, determined to legitimize the demands that women in Libya have for themselves. Women will play an important role in Libya with a draft electoral law stipulating that 10 per cent of assembly seats would be reserved for women. This means they would automatically be given 20 seats of the 200-member constituent assembly.

Mr. Mohamed Adnan ElGherwi was a key player during the revolution. He initiated his revolutionary activity through the use of social media as soon as the Arabic spring for democratic change took place in Tunis & Egypt. He offered his support to Libyan refugees in Tunis and in Tripoli by providing support during the blockade of Tripoli through the provision of logistical support, materials and supplies.

He was also a Member of Tripoli Military Chamber that was one of the key players in the liberation plan of Tripoli.

Dr. Mohamed Tumi is a graduate from the school of law at the university of Cairo, Egypt, Dr. Tumi gained further qualification by reading law at the University of Miami in Florida, USA from where he obtained a Master’s Degree in Comparative Law (M.C.L.). He then went on to the Law Centre at the University of George Washington, in Washington D.C., from where he graduated with an LL.M degree (with Highest Honours) in Law. Dr. Tumi also holds a Ph.D in Law conferred on him by the University of Illinois (U.I.C.) Chicago, Illinois, USA.

He has occupied the post of Senior Legal Consultant to AGIP Oil Company for five years and is presently also a Lecturer of Law. Dr. Tumi is admitted before the Libyan Supreme Court. Dr. Tumi has a very wide experience in many areas of law practice, specialising in Oil & Gas and General Business Law.

Mr. Hatem H. Benfayed has nearly twenty years of international experience in the field of architecture, design, construction and research. Hatem’s work is inspired by his artistic nature and a deep passion for Libya and its people. After receiving his BSc in Architecture and Urban Planning from the University of Benghazi, Libya, from 2001-2007 Hatem studied and developed his skills in the UK. His management education includes strategic planning for realty development, international knowledge transfer and property investment. Back in Tripoli in 2007, Hatem worked with the Arab Union Contracting Company (AUCC) as Projects Development Manager and was responsible for negotiating with foreign partners on new projects including sourcing local finance and resources. In 2008 he was elected to help establish Libya’s highly influential Economic Development and Real Estate Investment Company (EDREICo). He also serves as a Director of the esteemed Libyan Investment and Development Corporation (LIDCO); the country’s largest property investment and construction firm. Hatem has committed himself fully to the liberation of its country during the February 17 2011 Revolution and subsequently co-founded the new Libyan Housing Authority (LHA). A passionate and committed advocate for progressive development of his country’s built environment, Hatem has become a powerful and respected voice of social change throughout Libya.

Ms. Emmanuelle Diehl

Ms. Emmanuelle Diehl is the Country manager of Shabakat Corporation in Egypt. She worked as a journalist and researcher for different media agencies and as a freelance consultant for NGOS, international organizations and private corporations in Egypt, Jordan, Afghanistan, Uganda, Zimbabwe, Denmark, Greece, Spain, Switzerland, the United States, England and France. She holds a Master’s degree in international security studies and another one in Public Administration and International Relations. She speaks French, English, Spanish, Catalan and Arabic.

Mr. Hesham Krekshi
The Deputy Chairman of the Tripoli Local Council

Mr. Hesham Krekshi played an important role in the liberation of Tripoli. He is the Deputy Chairman of the Tripoli Local Council and from his position he is doing his best to ensure the smooth running of the city operations with the limited resources at his disposal. The Council was created in April and it was set-up inside Tripoli but it was not chosen on the basis of geographic locations. It was formed of technocrats from different divisions like Healthcare, Agriculture, Education etc. so basically different sectors..

His business interests vary from equity participation, management, development & ownership of property and industrial catering, all on the international scale.

Dr. Said Laswad

Dr. Said Laswad is the publisher and editor of the weekly English newspaper, The Tripoli Post. This paper was published outside Libya in 2001 and distributed in the country as a foreign newspaper because Gaddafi’s regime did not allow private newspapers or any media outlets in the country. Mr. Laswad also lectures in political science at Tripoli University (formerly Al-Fateh University). He received a Ph D. in political science and a Masters in African Studies from the United States of America.

Dr. Conrad Cassar Torregiani is the firm’s leader for Cross-Border Tax with responsibility for the leadership of International Tax Services, Mergers and acquisitions and Transfer Pricing within the firm’s practice.

Conrad joined the Deloitte Malta tax department in 2001 after graduating Master of Laws in International Taxation from University of Leiden and Doctor of Laws from the University of Malta.

Conrad dedicates the majority of his time to the provision of tax consultancy services to multinational or foreign based groups operating in Malta and to the design and implementation of tax solutions in a cross-border context. Besides corporate tax matters, Conrad is also involved in the provision of advice to individuals, especially in connection with estate and wealth planning. With Deloitte, he has been behind the development of a number of innovative solutions which have, over time, become industry standard in Malta.

Conrad has extensively assisted the Government of Malta on the implementation of fiscal policy especially in the context of the financial services industry. He is frequently invited to lecture in both internal and external events and is a Council Member of the Malta Institute of Taxation.

Conrad is a member of Deloitte Malta’s Strategic and Operations Coordination Committee and an executive director of Deloitte Services Limited.

Ms. Geraldine Schembri

Ms. Geraldine Schembri is the founder and Managing Director of EMCS International, where she focuses on international tax consultancy and finance. An accountant by profession, she acquired experience working with a leading audit firm in the field of accounting and assurance, later on specializing in both direct and indirect taxation. She joined the EMCS Group in 1999. Geraldine is involved in various tax committees, namely the Malta Institute of Accountants, Institute of Financial Services, Finance Malta and the Malta Institute of Taxation, where she also holds the post of Council Member and Treasurer, and the CFE Direct Fiscal Committee. She has previously lectured for the Malta Institute of Accountants. However, to date, she actively contributes to the Malta Section of International Tax Systems and Planning Techniques published by Gee Publishing. Her constant involvement in the developments of the industry and close networking with service providers in overseas jurisdictions characterizes the pro-active attitude adopted by the firm.

Dr. Guma El Gamaty is a Political Analyst and was the former UK coordinator for NTC. El-Gamaty met David Cameron, Hillary Clinton as well as the French and German foreign ministers in London for the Libya conference that was held during the conflict.

He is a researcher at Westminster University and is often asked to be a contributor on a number of current affairs programs including BBCs Hard Talk hosted by Zeinab Badawi.

Rob is a New Zealand citizen and is registered as a Chartered Accountant (South Africa) and a Chartered Accountant (New Zealand). During his career he has been based in offices in:

In December 2011, Mr. Charles Borg was appointed Chief Executive Officer of Bank of Valletta plc with overall responsibility for the conduct of the operations of the Bank and its management.
Charles previously occupied the post of Chief Officer in charge of Financial Markets & Investments at Bank of Valletta plc, with the responsibility for all fund raising for the BOV Group, both retail and wholesale funding, as well as managing the Bank's treasury portfolio.


Mr Borg joined the Bank of Valletta Group in 1981 and has since held a number of senior management and executive positions within the Group. In July 1994, Mr Borg moved to Valletta Fund Management Ltd., a subsidiary of the Bank and in October 1999, he was appointed General Manager, having been one of the key persons in the setting up of the fund management operation within the Group.

In February 2005, he moved to Bank of Valletta plc, as an Executive Head, within the office of the Chief Executive Officer and in August 2007, he was appointed Chief Officer, Financial Markets and Investments.
Charles currently sits on the boards of Valletta Fund Services Ltd, Valletta Fund Management Ltd, La Valette Funds SICAV plc, Vilhena Funds SICAV plc, Wignacourt Funds SICAV plc and BOV Investments Ltd. He was formerly the Hon. Treasurer of the Institute of Financial Services for the period 1994 to 2000 and then the Hon. President till 2004.

Mr. Abdul Rahman AlAgeli, Libyan British citizen who is an International Business Graduate from the Manchester Metroplitan Business School, 2010. After participating in the Libyan revolution, he is now Currently working with the Libyan National Transitional Council as well as managing numerous charity organisations working in the public and private sector. He is the co-founder and vice chairman of the Libyan Youth Forum, a coalition of Libyan youth organisations which aims to unify the voice of Libyan youth inside and outside Libya, assist in the stabilisation and recovery of Libya following the revolution and support the youth in achieving their goals, as well as providing consultancy on a range of issues to NTC officials and the International Community including the EU, UN and various international NGO’s and governments.

Dr. Ahmed M Shembesh
  Founder of the Libyan Foundation for Rehabilitation

Dr. Ahmed M Shembesh has 30 years experience serving Libyan Universities in several capacities, commencing with the role of Chairman of the Department of Urban Planning at the University of Garounis.

This resulted in his appointment as the Faculty of Engineering Dean. Since becoming a Professor and a certified auditor for Quality Management Systems (QMS), he has been able to combine theory and practice in his role as a post-graduate supervisor in this field for students from the University of Tripoli. His extensive knowledge allows him to conduct seminars and training courses to apply QMS for Libyan enterprises.

At present he is working as a coordinator of the Libyan Foundation for Rehabilitation. He received his PhD in Philosophy from the University of Liverpool, England He also achieved an MSc in Engineering from the University of Braunschwieg Germany.
